No, it doesn’t mean he’s bisexual. What one does sexually has nothing to do with one’s sexual orientation. Gay men kiss. Does kissing mean men are gay? Plenty of 100% straight men enjoy anal play, both giving and receiving. The anus is rich in touch-sensitive nerves, hence its erotic arousability.
But I’m concerned about him not wanting intercourse and how you feel about that…. If you’d like to address that side of things, I’m happy to offer my two cents.
